JANIPOP By Election Observation Report on Sunamganj-4

Eight Observer of JANIPOP – Jatiya Nirbachan Parjabekhkhan Parishad observed the Parliamentary by election at the Constituency of Sunamganj-4 by deploying into two groups of observers under the guidance of its Chairman Prof. Dr. Nazmul Ahsan Kalimullah. The mobile observers of the two groups are namely, Dhaka Divisional Coordinator A.K.M Salahuddin, Long-Term Observer (LTO) Nahid Sultana Chowdhury, LTO Shayla Alam, LTO Shameema Akter, LTO Parvez Miyan, LTO Hamidur Rahman, and Short-Term Observer (STO) Farhana Akter and STO Mohammad Helal Hossain.

It was apparent from JANIPOP observation that the voter turnout for the by election was comparatively low. It was also observed that there was less enthusiasm among the voters. The presence of the members of law enforcing agencies in the polling center was noticeable. The presence of the voters in general and female voters in particular in polling stations was comparatively higher than that of the urban areas. Peaceful co-existence of the two main political party activists and respective polling agents was also observed. The presence of minority voters was noticeable and there was no complain of being pressurized by any quarter for casting votes for their respective leader. It was also noticed by JANIPOP observers that senior citizens and disabled voters were treated well by the polling officials.

The JANIPOP Teams observed that a voter of PTI School Center lodged a written complain that a stamped ballot paper on “Sheaf of Paddy” was found. However, the Assistant Presiding officer Abul Khaer Miah confessed that the incidence took place because of careless handling of ink and a ballot paper. After the incidence, a summary investigation was carried out by DGFI, RAB and the District Judge and Mr. Miah was discharged from his duty. However, there was no reaction concerning this by polling agents.

As a whole JANIPOP is of the opinion that – although the voter turn out was comparatively low, the by election held in Sunamganj-4 Constituency on June 15 2009, was held in a peaceful, free and fair manner.
